Franklin District Council - Industrial Zone Planning Rules

The below guidance is our knowledge of the rules and regulations and is provided to assist you in your assessment and early planning but does not constitute official or legal advice. 

When building within an Industrial Zone in Franklin District of Auckland there are some key rules to follow to make sure you comply with to avoid requiring a Resource Consent. 

To help you understand the Zones a brief description is noted below.

LIGHT INDUSTRIAL  AREA 

Throughout the Zone (except in the Drury South Structure Plan Area) 

the following are permitted activities provided they comply with Rules 

  • industry: manufacturing, processing, assembling and distribution of products.
  • storage, wholesale and freight of goods.
  • offices associated with a permitted activity
  • cafés (except for within the kingseat structure plan area).
  • veterinary centres
  • fitness centres
  • retailing of agricultural and industrial motor vehicles and machinery
  • trade supply outlet
  • yard-based activity and garden centres
  • hire centres
  • service stations
  • additions and alterations increasing an existing building coverage by no more than 10% of building footprint.

On sites, other than those located within 100 metres of the industrial 2 zone, the following are permitted activities (in addition to those above) provided they comply with rules

  • child care and learning centres
  • school
  • active recreation and entertainment facilities
  • funeral services premises
  • health centres
  • hospitals
  • community facility

INDUSTRIAL 2 AREAS

The following are permitted activities provided they comply with Rules 

  • Industry: manufacturing, processing, assembling and distribution of products.
  • storage, wholesale and freight of goods.
  • processing, storage, distribution and sale (wholesale or retail) of aggregates.
  • transport depots.
  • hire centres.
  • service stations.
  • refuse transfer stations.
  • office ancillary to an activity listed above.
  • buildings for the activities listed above.

WAIUKU INDUSTRIAL AREA (WIZ)

The types of business activities that are typically found in the WIZ include:

  • Manufacturing
  • Processing
  • Assembly
  • Freight handling
  • Storage
  • Wholesale

DEVELOPMENT STANDARDS FOR LIGHT INDUSTRIAL AND INDUSTRIAL 2

Building height 

Light Industrial - The maximum height of buildings shall be 15 metres.

Industrial 2  - The maximum height of buildings shall be 20 metres. 

Building height relative to boundaries

No part of any building or sign shall exceed a height of 3 metres plus the shortest horizontal distance between that part of the building and the nearest boundary of any site zoned rural, recreation, residential, residential 2, rural-residential, village.

This rule shall not apply where the written consent/s of the owners and occupiers of the abutting sites or notional lots directly affected by the encroachment have been obtained.

Yards

  • Front Yard

A front yard of 7.5 metres shall be provided across the entire length of all road boundaries.

  • Amenity Yards

Where a site has a common boundary with any site zoned recreation, residential, residential 2, rural-residential, village, an amenity yard of 5 metres shall be provided across the entire length of the boundary of the site.

  • Riparian Yard - setback from water

The minimum distance between any building and the edge of a stream identified on the structure plan map as “perennial stream requiring riparian margin” shall be 12 metres, and earthworks within the riparian yard shall not exceed a total volume of 25 cubic metres or a total area of 250 square metres.

Other factors that have standards for permitted activities include: Planting, fences and walls, parking and loading spaces, vehicle crossings and driveways, stormwater management

Other rules applicable to Industrial Zones in the Franklin District Plan

HAIL and Contaminated Land

From experience, XL is aware a lot of industrial land may have been developed on contaminated or HAIL land.

The Franklin District Plan has rules and policies in place for contaminated land.

Carparking 

The Franklin District Plan has rules and policies in place for the various Zones for car parking and landscaping. If providing car parking you will still need to comply with 

NZS 4121:2001 and provide 1 accessible car park per 1-20 spaces. 

It is also important to consider the surrounding environment and where your staff working within your new building will park if limited spaces are provided.

There are also minimum dimensions for car parks depending on the layout you choose to use on your site, along with turning circle and road width requirements. XL can work through the best car park layout for your site with you.

These are the main rules that your building needs to comply with to avoid needing a resource consent, it is important to understand there may be further rules to comply with.
