Waipa District Council - Industrial Zone Planning Rules  

 

The below guidance is our knowledge of the rules and regulations and is provided to assist you in your assessment and early planning but does not constitute official or legal advice.  

When building within an Industrial Zone in the Waipa District there are some key rules to follow to make sure you comply with to avoid requiring a Resource Consent.  

To help you understand the requirements in each zone I have broken down the key permitted activities and rules below for each different zone.  

Note: There are Area specific rules that may also apply to your project, the XL Structural Architectural Team are available for guidance in the rules of the Waipa District Plan.

Performance Standards

Setback Yards

Minimum building setback from road boundaries 

The minimum building setback from road boundaries shall be 5m, except in the following locations: 

  • Bond Road North Industrial Structure Plan Area - The minimum setbacks from the Bond Road and Preston Road boundaries shall be those as defined on the Landscape Concept Plan within the Bond Road North Industrial Structure Plan Area refer Appendix S12
  • Hautapu Industrial Structure Plan and Hautapu ‘Area 6’ - The minimum setbacks from Peake Road and Hautapu Road boundaries shall be 15m. 
  •  All other road boundary setbacks within Hautapu Industrial Structure Plan and Hautapu ‘Area 6’ shall be 5m.  
  • Industrial Zone (Raynes Road) – The minimum setback from Raynes Road and Airport Road shall be 15m. 
  • Bardowie Industrial Precinct Structure Plan Area – The minimum setback from State Highway 1 shall be 25m. 

Minimum building setback from internal boundaries 

The minimum building setback from internal site boundaries that adjoin any zone other than the Industrial Zone shall be 5m, except in the following locations: 

  • Bond Road North Industrial Structure Plan Area - The minimum setbacks from internal site boundaries that adjoin any zone other than the Industrial Zone shall be those as defined on the Landscape Concept Plan within the Bond Road North Industrial Structure Plan Area refer Appendix S12
  • Hautapu 'Area 6' - The minimum setbacks from the Rural Zone boundary shall be 15m.  

Provided that no building or eaves shall encroach into any access, driveway, or other vehicle entrance. 

Minimum building setback from internal boundaries: Hautapu Industrial Structure Plan Area 

  • The minimum building setback from internal site boundaries within the Hautapu Industrial Structure Plan Area shall be 5m, except in the following locations: 
  • The minimum setbacks from internal site boundaries that adjoin any zone other than the Industrial Zone shall be those as defined on the Landscape Concept Plan within the Hautapu Industrial Structure Plan Area. 

Provided that no building or eaves shall encroach into any access, driveway, or other vehicle entrance. 

Building setback from water bodies: Bond Road North Industrial Structure Plan Area 

Building setback from water bodies: Bardowie Industrial Precinct Structure Plan Area 

  • the minimum building setback from the Mangaone Stream in the Bardowie Industrial Precinct Area shall be 15m. 

Maximum Height 

The maximum height of buildings shall be 20m, except in the following locations where the maximum height shall be: 

  • Tall buildings area  
  • Any site within 100m of the State Highway 1 Cambridge bypass, Victoria Road or Hautapu Cemetery. 
  • Any site within the Bond Road North Industrial Structure Plan area 
  • Any site within 40m of State Highway 1 Cambridge 10m bypass and/or Victoria Road within the Bardowie Industrial Precinct Structure Plan Area 

Building and Site Layout 

There are various other rules for Performance Standards to adhere to for permitted activities such as landscaping and screening, building colour, noise, internal insulation noise, construction noise, signs and earthworks

Other rules applicable to ALL industrial zones in Waipa District Plan 

HAIL and contaminated land

From experience XL is aware a lot of industrial land may have been developed on contaminated or HAIL land. The Waipa District Plan has rules and policies in place for contaminated land.

Carparking

The Waipa District Plan has rules and policies in place for the various Zones for car parking and landscaping. If providing car parking you will still need to comply with  

NZS 4121:2001 and provide 1 accessible car park per 1-20 spaces.  

It is also important to consider the surrounding environment and where your staff working within your new building will park if limited spaces are provided. 

There are also minimum dimensions for car parks depending on the layout you choose to use on your site, along with turning circle and road width requirements. XL can work through the best car park layout for your site with you. 

These are the main rules which your building needs to comply with to avoid needing a resource consent, it is important to understand there may be further rules to comply with.
